Alliance
Power and Black & Veatch permitted, designed, and constructed
a 40 MW distributed generation project in Riverside, California
to support the Riverside Public Utilities desire to have local
generation to support essential City services. The project was developed,
permitted, and constructed under a highly-accelerated time frame to meet
peak electricity needs in
Riverside in July 2002.
The
Springs Project consists of four GE-10 gas turbines in simple-cycle
operation. NOx and CO emissions are controlled through the use of selective
catalytic reduction (SCR) systems. The project was responsible for expansions
to the substation to accommodate the new generation, including 13.8kV
switchgear, an operations building, two new 66/13.8kV generator step-up
transformers and modifications to the 66kV ring bus.
Alliance Power and Black & Veatch provided project management,
permitting, engineering, procurement, and construction services for the
Springs project. Alliance Power obtained all required planning
and environmental permit approvals, including emission offsets, procured
the generating equipment and secured the required interconnections to
support the new generating facility (natural gas, electrical, water, etc.).
Black & Veatch provided overall design and construction services
to implement this project. PurEnergy provided initial operations
and maintenance support and guidance to RPU personnel following
start-up and
commissioning of the turbines.
